As Fire and Emergency New Zealand grows and develops, one of the most important challenges the organisation currently has is to develop a modern, fit-for-purpose, integrated and unified incident management framework.

Our Senior Incident Management Specialist, Laurie Adams, says in his new role he hopes to develop a framework that is focused on what the end user really needs.

“The new system should work equally well for any incident, regardless of type, scale and duration.

“It should be aligned with our incident management competency framework, and tie in as seamlessly as possible with the incident management systems used by other responding agencies.

“Putting this framework together is going to be a challenge, and I by no means have all the answers. I will be relying on the support and input of colleagues across the organisation to help shape the new system.”

Laurie served 22 years in the UK Fire and Rescue Service, mostly as an operational Group Manager. During his career, he undertook several roles including that of Specialist Capabilities Manager where he helped introduce and manage capabilities such as water rescue, rope rescue, work at height and USAR.

He was also the head of his Service’s Access and Rescue Training Academy, and worked on national projects including the introduction of the National Multi-Agency Flood Rescue Framework for which he was awarded an MBE.

Since immigrating to New Zealand in 2016, he has worked for the Ministry of Civil Defence and Emergency Management as a Senior Emergency Management Advisor, and at Civil Defence in Nelson Tasman. While at Civil Defence, he worked on the Emergency Management Information System, SOPs, and situational awareness tools such as GIS and the Common Operating Picture.

He has been very much involved in the delivery and further development of Incident Command Systems and the management of ICS competence throughout his career, and he brings a good cross-section of experience with UK, North American and New Zealand incident management systems.
